The exercise of pluralism and the existence of legitimate citizenship rights are the basis of contemporary European culture. At the same time, the pillars of this perspective threaten to crumble, as internal and external pressures weaken the centrality of the concept of social contract based in the ideas of peace and progress as defined in post-World War II in Europe.
Culture is both the starting and the ending point of any personal or collective journey.
Alongside other courses, the cultural perspective informs us, gives us insight, projects us, and organizes us.
But what kind of culture are we talking about? What are the arguments or the possibilities for culture to integrate a model of Society’s operative concept? How does culture fit in that model? Is culture a power weapon for the powerful or an open door for the individual and the community? What are the ways in which European and Portuguese citizens approach culture? How to address other world visions beyond the western one? How and why is culture important for the cohesion and identity of European Union and its Member States?
This program aims to contribute for prospective and operative thinking, and is directed at practitioners of areas as different as museology and artistic creation, libraries, publishing, film making and audiovisual, archaeology, author and related rights, cultural heritage and the so-called creative industries, design and literature, arts education. It is intended that these recipients be a reference for a presence of culture (beyond entertainment but without ignoring it as a form of culture) closer to citizens, part of their daily life, in a social, conscious and participatory way.
Believing in the positive correlation between cultural fruition/ creativity/ personal and social development, we aim to promote a better identification and proposition of the presence of culture in the Portuguese and European development model in the 21st century.

Through a holistic and inclusive vision of Culture, the conference should contribute to a better understanding of culture and its decisive role in the desirable European development model for the 21st century, promoting reflections, giving examples and debating new paths.

— Culture 2020 Studies
It began in 2013 and ended in 2014. All final reports have been published. The plan initially included 10 studies, having one of them: the feasibility Study for the Satellite Account of Culture, been developed by the National Institute of Statistics (INE). The first results will be known at the end of the first half of 2015. Apart from the INE the set of studies involved research centres, consultants specialized in regional development and stake holders from the cultural sector. The purpose was to promote a widespread and profound reflection on the complex relationships of Culture with innovation and competitiveness, with well-being and social inclusion, human and social capital, sustainability and respect for the environment, in short on the relationship of Culture with human, social and economic development regarding the sustainability and respect for future generations.
