Guilherme d’Oliveira Martins

Holder of an undergraduate degree in Law and a master’s in Juridical and Economic Science (University of Lisbon), he is President of the Portuguese Court of Auditors, President of the National Centre for Culture, Correspondent member of the Portuguese Academy of Sciences, President of the Council for the Prevention of Corruption, and Visiting Professor at the University Lusíada and the Technical University of Lisbon’s Instituto Superior de Ciências Sociais e Políticas. Previously, he was President of EUROSAI – European Organisation of Supreme Audit Institutions (2011-2014); General-Auditor of the Assembly of the West European Union; Minister of Presidency (2000-2002); Minister of Finance (2001-2002); Minister of Education (1999-2000); Secretary of State for Educative Administration (1995-1999); Member of the Portuguese Parliament; Vice-Chairman of the Parliamentary Group of the Socialist Party; Vice-President of the Portuguese National Commission for UNESCO (1988-1994); President of SEDES – Association for Economic and Social Studies (1985-1995); Political Adviser of the President of the Republic (1985-1991); Secretary General of the Portuguese Committee of the European Cultural Foundation and Member of the European Convention on the Future of the Europe; and President of the Steering Committee of the Council of Europe, which has adopted the Framework Convention on the Value of Heritage for Society in Faro, Portugal (2005). On the 5^th of March, 1996, he was awarded the rank of Grand Officer of the Order of Prince Henry the Navigator by the President of the Portuguese Republic.
